Supply and demand or corporate extortion?
I know of a personal example regarding drug quality.
A personal friend on holiday in Ethiopia was diagnosed and prescribed needed medication.
The ones available, made in India, with different quality criteria, were ineffective.
Drugs obtained here and administered were given and had the required medical effect.
